You say that there are no effective standards for analysis and measurement of data center efficiency. Well actually I believe that there are, and although the data center is a highly complex environment, these measures are simultaneously useful and applicable.
I refer you to my earlier blog entry http://www.thehotaisle.com/2008/05/15/how-effic... that picks up on work done by the Green Grid http://www.thegreengrid.org on PUE (Power Usage Effectiveness and DCiE (Data Center infrastructure Effectiveness) and finally CPE (Compute Power Efficiency).
The BCS article referred to in this article takes some of that work to a higher level of practicality. I strongly recommend this approach for Data Center professionals who really want to measure and manage data center power efficiency.
