    I think that many a seasoned developer/IT personnel already (even if only subconsciously) knows this stuff. If not, they'll readily agree. The major roadblock to implementing such policies and procedures seems to be the C-level executives who are not so tech savvy. They understand business principles, which are not always congruent with those you describe here. It sometimes feels like it's the business side against the IT side in a company, for that reason. If we could just get the owners of the companies to grasp these simple concepts, much of the trainwreck and disaster-zone IT situations would improve dramatically.
